Identifying factors affecting water governance in the sustainable development of Qom province

Abstract

Background and purpose: In a dynamic background—that is, with continuous changes in the political, legal, economic, social, and technological aspects of water—it is important to ensure that efforts to improve the governance of water resources offer the prospects. . The present study was conducted with the aim of structural analysis of sustainable water governance in Qom province.

Methodology/Approach: The statistical population of the present study includes water experts of the Agricultural Engineering System Organization of Qom Province, whose number is 163 (official statistics of the organization, 1401) and experts of the Water Organization of Qom Province, whose number is 130 (official statistics of the organization, 1401).

Based on Cochran's relationship and considering the size of the statistical population, the sample size in this research is 170 people and it was selected by simple random method. To collect information, a questionnaire consisting of 3 parts: personal characteristics of the respondents, water governance items and items affecting water governance were used as the main research tool.

Findings and conclusions: It was determined that the technical factor is the biggest effective factor in designing the water governance model in the rural communities of Qom province in order to achieve sustainable rural development from the point of view of the water experts of the Agricultural Engineering System Organization and the Water Organization of Qom province. The order of institutional and administrative support, social and economic factors are the most important effective factors. Also, legal and legal factors are not known to be statistically significant.
